Starbase Department Structure

I've made another addition to the wiki (as mentioned before) in the form of the "SB900 Department Structure" listing. It only encompasses Security, Medical, Engineering and Science but I believe it's important and adds a bit of reality to what we would be writing in the simm.

You will notice that, with exception of the Galileo Center, numerous medical, security and engineering stations have been placed on the deck listing. You can utilize these for your posts and, Department Heads of those sections, you can now use them in your writing to add a little something extra in your posts.
