The Federation ban on DNA resequencing was based on the argument that if genetically enhanced people were allowed to compete freely, all parents would feel pressured to have their children enhanced so that they could keep up.

Any individual discovered to have been so treated is barred from serving in Starfleet or practicing medicine, in order to discourage the creation of genetic "supermen" like Khan Singh. In some instances the subject suffers incurable mental side effects.
