C-PERSONNEL is responsible for the initial placement of officers graduating from Starfleet Academy. C-PERSONNEL shall evaluate the officer biography submitted, make comments and recommendations as needed, and assign new officers to a unit using data submitted by vessel Commanding Officers (see CO) and based on a first come, first serve basis.
